Governance and Advisory Committees

Board of Directors

The Board of Directors is the governing body of the Association.  It directs, supervises and controls the activities of the Association, its committees, published information and other means of communication.   It may delegate duties and responsibilities to various staff, officers, agents and/or committees, but always retaining the privilege and responsibility of final review and approval.

Strategic Advisory Committee

The committee serves an advisory role for the Association, providing recommendations to functional committees and the Board of Directors.

Emerging Leaders Group

The American Concrete Pavement Association (ACPA) has established an Emerging Leaders Group (ELG) for the next generation of its concrete paving contractor and industry leaders. The ELG consists of ACPA members approximately 45 years of age and under who have been identified as future leaders by their employers or other industry professionals, providing them an opportunity to become active participants in ACPA and to shape the future of their Association and industry.

Chapter/State Committee

The Chapter/State Committee meets at the call of its chair, and shall provide a forum for discussing issues, coordinating and prioritizing local promotion needs, and for sharing strategies and experiences for the betterment of local promotion effectiveness.

Market Forums

Market Forums are open to all members and will be held at the ACPA Annual Meeting. The purpose of the forums is to prioritize member market needs and new opportunities to recommend to the Strategic Advisory Committee.

Functional Committees

Functional committees will convene at the ACPA Mid-Year meeting, and at other times of the year as agreed to by the participants.  The committees shall guide ACPA programming within their functional domain. The Strategic Advisory Committee will advise functional committees of priority market issues and opportunities and share proposed plans for new projects/initiatives with the Board of Directors. Functional committees will identify budget needs and refine on-going programming to account for potential new deliverables to address new market issues and needs. Functional committees are responsible for executing approved projects/deliverables and reporting outcomes to the Strategic Advisory Committee.

Marketing and Communication Functional Committee

Guides the Association’s marketing and communications programming and projects. To develop new deliverables, within the committee’s programming scope, to address member-driven market issues and needs.

Design & Engineering Functional Committee

This committee draws from all ACPA member groups (i.e., cement manufacturers, contractors, consultants, equipment manufacturers, materials and product suppliers, ACPA chapter/state staff, and academia) to address design and engineering issues brought forth by the full membership.

The goal of this committee is to find or develop easily implementable solutions to common pavement design and engineering issues, while also addressing unique problems. This will require a committee membership with a broad background to cover issues related to pavement thickness design, overlays, jointing, sustainability, and resilience.

The purpose of the committee is to guide the Association’s design & engineering programming and projects. To develop new deliverables, within the committee’s programming scope. To address member-driven market issues and needs as they relate to pavement design and engineering.

Quality Construction Functional Committee

Guides the Association’s quality construction programming and projects. To develop new deliverables, within the committee’s programming scope, to address member-driven market issues and needs.

Research, Technology & Innovation Functional Committee

This committee comprises knowledgeable and innovative individuals representing a cross-section of ACPA member groups (i.e., cement manufacturers, contractors, consultants, equipment manufacturers, materials, and product suppliers, ACPA chapter/state staff and academia).

The goal of this forward-looking committee is to identify gaps in concrete paving technology, needed improvements in materials and processes, and future industry concerns and issues. This will require awareness of developing technologies in other industries that impact concrete paving to ensure that our industry is well-positioned to take advantage of innovative external technologies. The committee will also develop candidate solutions and approaches to addressing industry needs.

Legislative Issues Steering Committee

To make recommendations to the ACPA Legislative Issues Committee and ACPA Board of Directors on legislative and regulatory matters affecting the Association and the concrete pavement industry.
