The Legislative Issues Committee (LIC) engages on legislative and regulatory matters affecting the Association and the concrete pavement industry.

From a legislative perspective, ACPA’s main goal is to secure increased investment in transportation, infrastructure, in particular highways and airports.  This includes identifying a robust and sustainable funding mechanism for the Highway Trust Fund, growing the AIP Program, and modernizing the PFC Cap.

As a matter of principle, ACPA is supportive of good government and stewardship provisions (asset management, road network health, LCCA, competition) in federal highway and airport authorizations.

ACPA’s legislative focus is also on designating funding in both highway and aviation legislation specifically for pavement research and technology deployment.  Successful efforts to this include MAP-21, FAST Act (via AID-PT) on the highway side, and the 2018 FAA Authorization on the aviation side (via APTP) are proving to be hugely beneficial to our industry.  A significant amount of concrete pavement research and technology deployment efforts conducted and coordinated through the National Concrete Pavement Technology Center are funded with this money relieving pressure on industry to fun those efforts in their entirety.

We WELCOME your participation in the ACPA’s Legislative Issues Committee.  There is no additional dues associated with this membership classification, though membership in the LIC will follow certain operating guidelines.
