Last week, ACPA joined a broad coalition of associations, ranging from the Laborers’ International Union of North America to the National Asphalt Pavement Association, in supporting an amendment that would qualify pavement technologies for the Carbon Reduction Program within the Bipartisan Infrastructure Law (BIL). As enacted, the BIL does not include pavement technologies, techniques, materials, or designs as eligible innovations for the benefits of the Carbon Reduction Program. The Senate Environment and Public Works Committee is currently considering an amendment sponsored by Senators Stabenow (D-MI) and Wicker (R-MI) to the omnibus appropriations bill that would make the above pavement aspects eligible for the financial benefits of the Carbon Reduction Program of the BIL.
