APTP Funding Included in FAA Reauthorization Bill
ACPA has worked steadily, along with PCA and NAPA, to secure money connected with the Airfield Paving Technology Program (APTP) program that helps fund the work of the CP Tech Center at $3M. The language was successfully passed in the House Committee on Science, Space and Technology and was rolled into the House FAA reauthorization bill which reached the House floor and was passed. Chairman Sam Graves (R-MO) and Chairman Frank Lucas (R-OK) were crucial supporters in this passage and we continue to thank them for their support. The legislation now sits in the Senate for passage – where the timeline is still unclear.
Funding to support the CP Tech Center federal funds must also be appropriated year over year. The House Appropriations Committee, Subcommittee on Transportation, Housing and Urban Development (THUD) is expected to release the FY 2024 THUD report soon. Last week, the Senate THUD language was released, and $3M is specified again this year. Senator Katie Britt (R-AL), Senator Alex Padilla (D-CA) and Senator Cory Booker (D-NJ) were very helpful in this process. The Senate hopes to mark up their THUD appropriations bill late this month or in early September.
