Laura O'Neill Kaumo, President & CEO
Laura O’Neill Kaumo leads the American Concrete Pavement Association’s strategic direction, overseeing all Board-approved initiatives, daily operations, staff management, and budget administration. With more than 20 year’s experience in lobbying, legal, and association leadership, she ensures the organization’s operational excellence and industry impact. Laura has guided multiple associations in infrastructure including trucking, aggregates, engineering and concrete on government affairs, budget strategy, and legal matters. She began her career out of law school working as a Legislative Assistant and Press Secretary in the United States House of Representatives. She currently serves on multiple boards of directors in the construction, association, and charitable space. She holds a Juris Doctor from the University of Miami School of Law, maintains a license in Massachusetts, and holds a Bachelor of Science in Political Science and Sociology from Eastern Michigan University.
Andy Gieraltowski, MBA, Chief Operating Officer
Andy Gieraltowski directs ACPA’s operational functions and serves as Board Secretary. He supports strategic planning, workplan development, budgeting, and reporting, while also managing IT systems, software development, and Chapter/State technology consulting. Andy also has spearheaded ACPA’s market analysis efforts, using AI and algorithms to track markets. Andy oversees the “Excellence in Concrete Pavement” awards program and ACPA’s Mid-Year and Annual Meetings. He earned both a B.S. and an MBA with honors from Northwestern University.
Harold Honey, P.E., PMP - Chief Engineer
Harold Honey is the Chief Engineer serving as the Association’s lead technical expert and industry liaison for concrete pavement design, construction, and rehabilitation. In this senior-level role he provides strategic counsel and technical guidance to ACPA members, public agencies, and national stakeholders—particularly within the airport and airfield pavement markets. Harold leads national engagement with the Federal Aviation Administration (FAA), Military Tri-Services, airport owners, consultants, and related partners. He oversees ACPA’s technical committees and airport market promotion activities, contributes to research and innovation initiatives, and serve as a key voice in federal funding, policy, and technical standards development.
Eric Ferrebee, P.E., Senior Director, Technical Services
Eric Ferrebee provides technical guidance to ACPA members, develops literature and resources, manages research, and advances concrete paving technology. Specializing in pavement design, he works closely with FHWA, AASHTO, TRB, and serves as a liaison to the CP Tech Center at Iowa State University, advocating for the industry’s research priorities. Eric holds Bachelor’s and Master’s degrees in Civil Engineering from the University of Illinois at Urbana-Champaign.
Nick Davis, P.E., Director of Technical Services at IGGA (shared)
Nicholas “Nick” Davis, P.E. is the Director of Technical Services at the International Grooving and Grinding Association (IGGA). He also serves as Chair of ACPA’s Emerging Leaders Group and Vice Chair of the ACPA Foundation. In his role with IGGA and ACPA, Nick develops technical and marketing materials that communicate the economic and safety benefits of concrete pavement preservation and diamond grinding to government agency engineers. He also delivers educational seminars and provides guidance on specification development related to concrete pavement and roadway texture preservation. Before joining IGGA, Nick spent seven years with the New York State Department of Transportation, where he served as the agency’s concrete pavement and ride quality specialist. Nick holds an Associate Degree in Civil Engineering Technology from Hudson Valley Community College and a Bachelor’s Degree in Civil Engineering Technology from SUNY Polytechnic Institute.
Sarah Dalton, P.E., Senior Director, Engineering and Construction
Sarah Dalton delivers technical consulting, develops tools and literature, oversees research, and enhances paving technology for ACPA members. With extensive contractor experience, she specializes in quality control and offers guidance on airfield, highway, street, and industrial projects. Sarah earned her B.S. from the University of Colorado and a Graduate Certificate from the University of Illinois at Urbana-Champaign.
Larry Scofield, P.E., Pavement Innovation (shared w/IGGA)
Larry Scofield provides technical assistance and market development to all market sectors (highways, airports, and local roadways) in connection with environmental issues affecting or associated with construction and rehabilitation of pavements. Works directly with AASHTO, FHWA, FAA, TRB, ASCE, consultants and other decision makers to improve plans and specifications for concrete pavement projects, including surface characteristics and other environmental related issues. Larry holds both a Bachelor of Science and a Masters degree in civil engineering from Arizona State University. He is a registered professional engineer in the state of Arizona.
Victoria Spielman, Director, Membership and Marketing
Victoria “Vickie” Spielman drives ACPA’s communications, marketing, and member engagement strategies, focusing on growth, Chapter development, and non-dues revenue. She brings prior membership and marketing leadership experience from NALP and ADAA. Vickie holds a Master of Professional Studies in Legislative Affairs from George Washington University and a B.A. in Government and Politics from George Mason University.
John Roberts, Executive Director IGGA and VP Pavement Preservation Partnership
John Roberts is the Executive Director of the International Grooving and Grinding Association (IGGA) and the Vice President of the American Concrete Pavement Association’s (ACPA) Pavement Preservation Partnership. John oversees the day-to-day operations of the IGGA and works in close partnership with ACPA. Prior to joining the IGGA/ACPA, John was employed by Ebasco Services Inc., where he worked on projects ranging from radioactive cleanups to reconstruction of the Manhattan Bridge. John was also the owner of a concrete contracting company located in New York where he specialized in the construction of bridges, pavements and structures. John graduated Magna Cum Laude from the Rensselaer Polytechnic Institute with a B.S. in Civil Engineering.
Amber Davis, Events Manager
Amber Davis coordinates the successful execution of the ACPA Annual Meeting, Mid-Year Meeting, and other ACPA events.
