ACPA Supports TCC Efforts in Urging Congressional Action as Key Transportation Funding Expires

The Transportation Construction Coalition (TCC) is urging Congress to restore funding for several key transportation programs following the October 1 expiration of advance appropriations provided through the Infrastructure Investment and Jobs Act. Programs affected include the Bridge Formula Program, Safe Streets and Roads for All, and the MEGA grant program, which support bridge improvements, roadway safety initiatives, and major infrastructure projects nationwide.

TCC cautions that the lapse in dedicated funding creates uncertainty for states and local agencies and could delay critical transportation investments. The coalition is calling on Congress to restore the funding and advance a multi-year surface transportation reauthorization that provides the long-term certainty needed to keep infrastructure projects moving forward.

In Memoriam: Honoring Two Important Members of Our Extended Industry Community

ACPA joins the concrete pavement community mourning the passing of Dr. Dan G. Zollinger, a respected educator, researcher, and industry leader whose work helped advance pavement engineering for more than three decades. As a professor at Texas A&M University and research engineer with the Texas A&M Transportation Institute, Dr. Zollinger made significant contributions to concrete pavement design, performance, and rehabilitation while shaping generations of engineers through his teaching and mentorship.

A past president of the International Society for Concrete Pavements and a longtime contributor to the broader transportation community, Dr. Zollinger was known not only for his technical expertise but also for his generosity, kindness, and unwavering support of colleagues and students. We extend our sincere condolences to his son Corey Zollinger as well as his extended family, friends, and former students.

ACPA also extends our our sincere condolences to Steve Jackson of Cedar Valley Corp. and his family on the passing of his mother, Rose-Marie “Ro” Jackson, on September 17, 2026. Ro lived a remarkable life spanning a century and was devoted to her family, leaving behind a legacy of warmth, dedication, community involvement, and support for the University of Iowa Cyclones. Rose-Marie was also often a welcomed guest at ACPA Annual Meetings and a valued member of our extended concrete pavement community. Online condolences may be left at https://www.spiritlakefuneralhome.com.

On behalf of the concrete pavement industry and the American Concrete Pavement Association (ACPA) community, we offer our thoughts and sympathies to Steve, his family, and all who knew and loved Rose-Marie.
